All structures (not specific to residential) may be rebuilt as long as they don't exceed the setback and dimensional standards as defined in Chapter 3. Need to think through this section. Leave 50%.

Remove "do not enlarge". Add: may be rebuilt as long as the structure does not encroach on the setback.

Make it permissive (may). A property owner could prove their noncorforming status and get a certificate. City would need to track this. LS could create a form for tracking. Move up to top because this could apply to more than just uses.

I'm absolutely fine with 12 months - insurance, etc usually takes a long time. Do we want to keep it to 12 months or shorter/longer? I assume this is industry standard....
