add "in this map" or "in this section" or something that draws it back from zoning to this discussion
Suggested Revision
In contract, zoning is established by Ordinance and further defined in the Alamosa County Land Use & Development Code and is legally binding
not sure we need the acronym, as we don't appear to use it elsewhere -though the "search" function in Konveio isn't great, so please verify

OI thought we were going to combine the city limits and growth areas to a single color on some of these maps, so that we highlighted what was happening outside that, "in the county"
I'm just not sure if that was for these zoom ins, or the larger full county view....
