Question
What is the consideration for farmland in this area? Can there be a percent of land that would remain as active farmland? Do we know how much farm land needs to remain in the valley for farming to be economically viable?

Suggested Revision
and impacts mitigated

Suggest a policy of controlling the height of any structures, commercial, industrial or residential such that the views of the mountains that surround the Flathead Valley are not obscured by high rising infrastructure. While tall buildings spaced apart to allow for views is an option to consider, I grieve the development along Highway 2 (I recognize this is outside city limits, of the tall perhaps storage building just south of the airport right along the highway. We live in NW Montana not New York City for a reason. We owe it to ourselves to retain our views of this beautiful place as we and visitors drive our highways.

I don't see a Chapter on Historic and Cultural Resources. Kalispell has the historic downtown and the historic east side neighborhood. Both of which should be noted as something to protect and support continued commercial and residential use. The parks such as Woodland Park is also historic, having been created by the Conrad's. Lawrence Park and that area of Kalispell also has some history, Our schools such as the elementary schools in the downtown area and Flathead HS are also notably historic resources.

Finally this plan should respectfully recognize that the land Kalispell occupies was once the homelands of our tribal neighbors, the Salish, Kootenai and Pend d'Orielle peoples.
Additionally, please consider developing design guidelines for any new development within the historic downtown area. Kalispell's downtown is a national treasure. While more needs to be done to attract businesses and needed updates like water and sewer lines and making the downtown feel more comfortable to walk in, we should do everything we can not to lose the historic ambience and features that make it a unique place to experience, shop and eat in.
Comment
Please consider placing a building height within downtown Kalispell of not more than 2 stories. Existing buildings of course would be grandfathered in that exceed this height.
Comment
This map appears to show the historic district on the east side of Main Street in Kalispell as entirely commercial. This neighborhood should be noted for its historic significance, including downtown and our County Courthouse and identified as such on Land use maps.

and water pollution.
Comment
Note: As businesses and industry are considered for permitting in Kalispell, please consider not permitting hazardous chemicals or waste to be developed and or stored within the 500 year floodplain in addition to the 100 year.
Suggested Revision
Add,

Land use and infrastructure planning should consider floods and high intensity precipitation scenarios, not simply the mapped 100 and 500 year floodplains.

Participate in partnerships to improve preparedness and reduce losses from future floods.

Participate in FEMA's Community Rating System (CRS). Communities that do this will reduce flood insurance premiums by up to 40% for homeowners and businesses.
Question
Is Kalispell a Dark Sky city, similar to Whitefish? If not, while I agree with the goal, it would help to work to achieving status as a Dark Sky place. This would also contribute to bringing tourists to the area.
Question
This statement is also unclear and should be written more clearly as to what the recommendation is.
Question
What does this mean? Development of a canal? This needs to be a clearer statement about the intent.

and leading to more encounters between wildlife and humans, resulting in habituation and harm to both.
Wetlands, riparian areas, potholes etc should also be mentioned here.
Suggested Revision
This seems written more from a development standpoint rather than from a resource standpoint. Floodplains and riparian areas are critically important resources to protect because they help manage and control flood flows and high water events, provide wildlife habitat and connectivity corridors, support recreational opportunities and contribute to clean water for the environment including municipal needs.
Suggested Revision
add environmental resilience
Suggested Revision
The Moose range map includes a color that indicates presence, but not habitat. The east side of Kalispell historic district and I suspect other areas could have that same notation on the map Whitetail Deer.
Suggested Revision
insert habituation and conflict

Insert Habituation
Question
Were pothole wetlands discussed in the wetland section of this chapter? If not they need to be added.
Suggested Revision
particularly as mountains lions are pushed out of their habitat by development and seek food and shelter elsewhere.
This section should make a distinction between native and non native fish. And should describe impacts generally of non natives on native populations.

Consider making a statement describing the harm caused by non natives to native fish populations (such as Lake Trout).
Suggested Revision
add "that are non natives and or invasive.
Comment
Wildlife move throughout an area and usually don't stay within an administrative boundary (the preserve) unless they are fenced in. Therefore population management can take place outside of a protected area boundary and in effect reduce populations throughout a much larger area.

Question
How was this determined? What Floodplain mapping are you using? I understand there is some discrepancy between the FEMA maps which are old and some more recent floodplain mapping.
