How will this integrate with the existing Heeney water system infrastructure, given that the county has no records of it?

Will road safety improvements be included in the upgrades to the boat launch below the dam, given the expected increase in traffic? Heeney Road is particularly dangerous in the morning when rafters race to secure fishing spots and in the afternoon after a long day on the river. Who will be responsible for funding these improvements? Will the area below the dam ever become a fee area?
