2025 Kalispell Land Use Plan Housing Element DRAFT

Review and Comment on the Draft Housing Element!

Chapter 4 - Housing Element is now available for public review and comment!

Chapter 4 presents a comprehensive assessment of Kalispell’s housing landscape and outlines long-term strategies to ensure that the city can meet future residential demand in a balanced, inclusive, and fiscally responsible manner.

Kalispell’s population is expected to grow by approximately 19,000 residents by the year 2045, creating the need for between 8,800 and 10,000 new housing units. The city currently has an estimated 15,847 housing units, consisting of approximately 60% singlefamily homes, 30% multifamily units, and 10% manufactured or mobile homes. While recent development activity has made progress toward meeting demand, challenges remain—particularly related to affordability, limited vacancy, and an imbalance in the geographic distribution of housing types.

To address these issues, Chapter 4 promotes a set of housing strategies aimed at increasing access to attainable housing for all income levels. It supports compact and connected neighborhood patterns through infill development, redevelopment of underutilized sites, and higher-density housing near services and transportation corridors. The chapter also calls for aligning housing growth with infrastructure capacity, reducing regulatory barriers, and streamlining the review process.
