Fencing impedes the ability of wildlife to move across the landscape. Wildlife friendly fencing may be appropriate.

If these activities are proposed in existing agriculture lands (disturbed-row crop) then those lands have already been disturbed. As this falls under "small scale" community solar, they shouldn't be allowed or should move to their own use under agriculture? They may require transmission lines over other private lands. If in the rural areas including rural remote and rangeland, fencing and disturbances have proven to cause issues for wildlife. Do these align with the LUP.

Where did 100 acres come from? In some areas that may be a significant disturbance.

This may be covered under the compliance w industry standards or not? Specific colors and pattern requirement ...this may not be needed? Or add to the list of applicable standards the Wyoming reference in section 2.b.?

Any structures not associated with rooftop or personal uses should have to go through permitting. I agree with avoiding certain areas. We don't want to open this up to widespread facilities being placed all over the County on our public landsl. Does this use align with the LUP?

I have issues with the potential of these "small scale" projects and locations. We don't want to open this up for these to be scattered all over public lands because they aren't prohibited or restricted. How do they get connected to the local power grid? There may be appropriate places for these so any should have to go through a permit process. Does this align with the LUP?
