I know that CU Medical School has a rural tract for students in the medical school who originate from rural Colorado and out-of-state areas... so it is not just coordinating with LCC (which is a great addition to our community).

While Prowers County can issue a special use permit for this type of use, Prowers County has no authority to manage the actual extraction of the minerals or the reclamation. That is the jurisdiction of the Mined Land Reclamation Board and State law/agencies. I believe Prowers County can have as a policy that it will permit these areas consistent with other guidelines and permits controled at the regional, state or federal level.

Once again, I do not at all agree with including prime (irrigated) farmland in this category since it limits the private landowner's right to develop the land he/she owns.

Prowers County does not control the river, streams and ditches within Prowers County, so I believe this Pollicy 3 of Goal 3 needs to be deleted so as to not give the impression that Prowers County is assuming any duty to maintain or restore rivers, canals, streams or ditches.

I would much prefer this Policy 1 to read: "Guide residents with water rights-related legal questions to resources to assist with preservastion of the water within Prowers County." This suggested edit is driven by not wanting to see Prowers County commit to solving a water law question for the resident AND driven by identifying the specific need of keeping the water within Prowers County.

I cannot recall. Did we decide that should be within a certain area around cities and towns only? If not, I would like to suggest that this be limited to arears surrounding cities and towns.

I have the same comment to this Goal 3, Policy 3 as I have with Goal 2, Policy 4. Maybe adding language that includes something like "if desired by the landowner..."

I still have a problem with suggesting that conditions would be placed upon landowners which would decrease the landowner's ability to use his/her land, inclusive of prime (irrigated) farmland. I think this paragraph should end at the word "cities."

Because I do not envision Prowers County having specific joint planning areas with any incorporated town/city other than the City of Lamar, would it be possible to add to Policy 3 language such as or areas for which the County and the incorporated town is in discussions regarding roads and infastructure?

I am unclear. Does Policy 1 address utilites and services with City of Lamar within its GMA, with Policy 2 addressing all other incorporated towns (which are not of sufficient population to require GMA planning)? Or... does Policy 2 include City of Lamar and all of the smaller incorporated towns?
