Rapid City Comprehensive Plan, Chapters Review

Tourism is beneficial to our economy, but it is not the leading industry. This paragraph reads like we wholly rely on tourism when that's not the case.

Having read the housing section, I disagree that this is the takeaway from that chapter.

It's important to note that this 18.3% growth projection is for the period of 2020-2030 because the housing study was also looking to address the existing housing deficit. It's not really accurate to say that we can expect 18.3% growth in the next 5 years given that 5 years of this growth projection have already passed and it's not really on track to be that high. Could you pull the ESRI projections or use a different projection to get to 2030? Shouldn't we be planning for the full 10 years of the comp plan, not just the first 5?

2030 is only 5 years away. I don't buy that we'll get to 93K in 5 years. Maybe 83K or 5-ish% more than today

Let's try to avoid the passive voice to be consistent with other header sentences above. "Rapid City capitalizes on tourism..."

The blue header buries the lead. Perhaps "Rapid City's infrastructure requires further investment to serve a growing population" or something along those lines that talks to the fact that we are growing out of our infrastructure at a rapid pace.

Could we be specific about a year? 2035? It might help signal to readers when an update is due.

I have updated these numbers to be more current given the massive increase in multi-family construction in the last couple years. I think it's important to consider this as we plan for the future.
